How do you make underwater houses on the Sims?

How do people make houses on the sims that are underwater? In the Sims 2

1. You mean Sims, not Sims 2, right? Well, I know in Sims that you can't, but you possibly can in Sims 2. I'm not positive, because I haven't tried it.
