Underwater Camera Housings

What is the BEST underwater digital camera for under $200 dollars?

I've been looking FOREVER and CANNOT find anything that I'm positively sure will be worth the money! I need a camera that can take video and photos underwater, but nothing over $200. Help? I need it for taking pictures while snorkeling, I'll likely use it for Humpback Whales, Dolphins, and Reef Fish. Something sturdy and that will not break easily.

3. I love my pentax optio, bought it about 4 yrs ago, has been beaten, dropped, in water likely more than out, super easy to use and takes awesome pictures. I have never bought another to compare it to but this is a tough little camera and the dropping and rough handling has not affected its photo quality. I think I paid 300 ish 4 years ago...
